According to ADA laws, to be a Psychiatric Service Dog:
1) their handler must have a disability. Under the ADA, a person with a disability is someone who has a mental or physical impairment that substantially limits at least one major life activity.
2) the dog must be specifically trained to alleviate such disability. Psychiatric service dogs are trained to do something to help with the person’s disability. In other words, the dog allows the handler to overcome or improve his/her ability to function. A PSD might for instance counterbalance a handler because he/she is dizzy because of medication, interrupt panic attacks or OCD behaviors, turn lights on, etc..
As dictated by Federal Law under the Federal ADA Act of the U.S. FAA & DOT
Airlines May Ask Two Questions:
1. Is the Psychiatric Service Dog required because of a disability?
2.What work or tasks has the dog been trained to perform?
Airlines May Not:
1. Require Special Identification or training documentation for the dog.
2. Ask about the person's disability or require medical documentation.
3. Ask the dog to perform work or tasks.
4. Refuse admittance, isolate, segregate, or treat this person less favorably than other patrons.
A person with a disability cannot be asked to remove the psychiatric service dog from the premises unless:
1. The dog is out of control and the dog's owner does not take effective action to control it.
2. The dog is not housebroken.
